Instructions
- 1
1. Preheat the oven to 200 °C / 400 °F. Lightly grease a baking dish about 11 x 8 inches with a little of the olive oil.
- 2
2. Heat 1 tablespoon of the olive oil in a large skillet over medium heat. Add the onion, red bell pepper, and garlic, and cook for 5 to 7 minutes until softened.
- 3
3. Add the ground beef, breaking it up with a spoon, and cook for 6 to 8 minutes until fully browned.
- 4
4. Stir in the sweet paprika, ground cumin, dried oregano, 1 teaspoon of salt, and black pepper. Mix well. Add the crushed tomato, green olives, and raisins. Cook 5 more minutes until the filling is juicy but not watery. Set aside.
- 5
5. In another saucepan, melt the butter over medium heat. Add the all-purpose flour and cook for 1 minute, stirring, to form a smooth base.
- 6
6. Add the corn kernels, milk, sugar if using, and 1/4 teaspoon salt. Cook for 8 to 10 minutes, stirring often, until the corn is tender and the mixture thickens slightly.
- 7
7. Partially mash or blend the corn mixture with a potato masher or immersion blender, keeping some texture. Stir in half of the grated cheese.
- 8
8. Spread the beef filling in the baking dish. Cover evenly with the rustic creamed corn.
- 9
9. Toss the potato slices with the remaining tablespoon of olive oil and a pinch of salt. Arrange them in overlapping layers over the corn until the surface is mostly covered.
- 10
10. Sprinkle the remaining grated cheese on top and bake for 30 minutes at 200 °C / 400 °F, or until the potatoes are tender and golden around the edges.
- 11
11. Remove from the oven, scatter the fresh basil over the top, and let rest for 5 minutes before serving.
- 12
12. Serve hot, making sure each portion includes beef, corn, golden potato, olives, and basil.
Chef tips
For a deeper golden finish, turn on the broiler for the last 2 to 3 minutes, watching closely. If using very sweet fresh corn, skip the sugar.
Substitutions
You can replace the ground beef with ground chicken or pork. Basil can be swapped for fresh parsley. The grated cheese can be sardo, Parmesan, or another flavorful semi-hard melting cheese.
